| Historical / Superseded | Preserved for development history, but not current authority when a named successor exists. |
Authority and revision control
- The most recently dated current or controlling edition governs when earlier versions conflict, unless a later document expressly preserves an earlier provision.
- A file is not controlling merely because it is newest. Its status must be visible and recorded in HPL-00 or the applicable document register.
- A revision to controlling policy triggers review of its annexes, stress tests, legal and operational reviews, companions, Platform references, and outward cross-references.
- Outline-stage documents may be listed honestly as active projects, but they must not be presented as completed policy.
Archive and Development History
Earlier drafts remain part of the historical record but should not be treated as current authority when a named successor exists. The HP-13 records below are preserved for provenance and development history; the current controlling working policy and registered supporting documents above govern within their respective scopes.
